Chile is, in a certain sense, a "paella mixta." The Spaniards battled the indigenous, but an Irishman, Bernardo O'Higgins was the liberator. English, German, Italian immigrants have arrived, as well as more recent immigrants (like yours truly from the U.S.) as well as Peru, Bolivia, Ecuador, Colombia, and even China. (Santiago has a plethora of Chinese restaurants.)
Just as paella mixes many ingredients, Chile, not unlike the "melting pot" to the far north, has incorporated many diverse ethnic and national origins. While the paella may not be identical to that served in Valencia, it need not perfectly replicate the origin: it is a new creation in this narrow, tall country along the Pacific.
